2. REGULATORY STATUS
United States
- Apex Global Payments LLC is registered as a Money Services Business (MSB) with the Financial Crimes Enforcement Network (FinCEN) under the Bank Secrecy Act. FinCEN Form 107 filed March 19, 2026.
- Veloqua operates under an agent-of-payee structure. Apex Global Payments LLC collects the importer’s payment as agent of the payee cooperative, and receipt by Apex as agent constitutes receipt by the cooperative. This structure qualifies for the agent-of-payee exemption from state money transmitter licensing. Settlement to cooperatives is handled through our banking partner in Rwanda.
- Apex Global Payments LLC maintains a Bank Secrecy Act-compliant AML/KYC Program.
Rwanda
- Veloqua Ltd is incorporated in Rwanda under Registration No. REG-2026-566448 and is registered with the Rwanda Development Board.
- Veloqua Ltd is preparing an application to the National Bank of Rwanda (BNR) Regulatory Sandbox under the rolling admission framework. Certain financial services are subject to BNR authorization before they are offered to the public.
- Veloqua Ltd complies with Rwanda Law No. 058/2021 on the Protection of Personal Data and Privacy.
